Stick a balloon over his base, and blow the shit out of his units/buildings that is in his base then. It's not hard. In fact, it's easier than blowing the shit out of his units when you're fighting on open ground, because you have the option of targeting things you know with 100% certainty absolutely are not going to move--buildings.

And, if it's on AoC, press a button on one of your dragoons instead of the Balloon. Even easier--you don't even have to worry about Partisans blowing the shit out of your balloon and ruining your line of sight.
