I've noticed that the problem always occurs for me, but only when I have multiple monitors enabled. If I disable two of my monitors and play on the third, then the icons never re-arrange (past the re-arrangement from disabling the other two, anyway) regardless of what the resolution is set to on the third monitor and regardless of what the native resolution of that monitor happens to be.
If I have more than one enabled (which, obviously, is 99.99999% of the time for all three), then I always face the problem of icons shuffling about and not returning when the application is exited. I'm not sure if this is merely a symptom of multiple monitors and EE, or it's because each of my three monitors have different native resolutions, or what.
Regardless, it's really not *that* annoying if you have a relatively clean desktop.

Yep, same issues for me. Then again, I have like four things actually on my desktop, so it's not even remotely a big issue.

Actually thats probably the reason, I have multiple monitors as well. I have like 10 main icons, then various projects that lingor on my desktop till I either finish them or organise them. But then I don't have the projects staring me in the face all the time, which causes me to complete them, I also then have an ugly projects folder on my desktop, what a terrible place for such a folder. I also then have an uneven amount of permanent icons, 11, that won't work at all. Just use a live boot cd and type format c:\ in cmd. That will stop causing your desktop to rearange all icons.
