Can´t donate / give tributes?

I regularly play EE over Hamachi with my friends. However I can´t donate / give Tributes (I hope thats the way they´re called [The button with the two hands]) although we are in the same team. Is there any way to do this?
Edit: The boxes where you can fill in how much of the resources you want to give just arent there
