eeaoc ws_aeaddrnotavail

I get this when I try to join a game, lan or direct connect i get a ws_aeaddrnotavail as i can see it means ae address not available, I don't have internet on the network im playing, at&t fucked it up this is my neighbor's network, i have a feeling it's that we are on the same network and my laptop is hosting and can host before, can i change setting sot allow offline network play? only the desktop(im on) can connect to the neighbor)
