Uploading civs

How do you upload civs at the download section?
Do you have to make a topic about it like Ghost did, or is there something more simple that I've missed?

You can upload files as attachment when posting a topic, below you see Options & Upload attachment.

In the download section when you enter the "Custom civilization" folder there is a little link on top right saying "Upload a file"

No there isnt.. not In civilization section. I did successfully upload some scenarions, but never understood the Civilization section.

The permissions for the Civ section got corrupt so I removed them and reset them. All registered users should be able to upload.
