I can't seem to join my friend's game. It says "connecting, please wait" and then it gets timed out. Same thing for other people when I host a game.

Sounds like you are both being prevented from hosting by firewalls. Disable stupid, useless Windows Firewall if it isn't already disabled and Check any other firewall & router settings to make sure the appropriate ports are opened. If you have trouble opening ports on routers check www.portforward.com for instructions on your specific router.
