Techniques on learning

Hey all, just want to ask the smart people...
What are the best techniques on learning from books, such as not just reading the words but actually studying and putting it into practice?
ALSO

I'm learning Web Development (php/javascript), what are the best ways to learn/understand and put the code into practice?

first try think about a small simpe application and try write it , test it, when it run without error try more complex application and so on, on this way i learned good programming, but it need some years for be real good, the skill come with age .;)

What have worked for me:
Read and take notes. (Don't make a new book, but make notes that will help you out remembering important stuff).

Discuss the book with others who read same book.

Look at their notes (maybe they picked up something you didn't).

Focus on what your doing. Don't listen to music or be in a room that can get you distracted.

Work around same amount of time each day on the book. Don't do a "study weekend" before tests or something, this will make it harder to actually learn since it's too much info at the same time. Better doing 10 pages a day or something like that.

I also usually made notes after I read a chapter (without looking at my other notes) to see how much I actually remembered. This helps a lot to tell if you gotta study more on the certain chapter or if you're ready to move on.

Consider doing every other practice problem at the end of each section. If you get stuck, chances are good that theres an example in that section that will guide you
