Did you get a moderator or administrator to locate him to confirm his lobby name, or do you have any other proof of his lobby identity as outlined in the threads at the top of this board?

He got the same name in the lobby

The names being the same is not proof that this is the same person. If I see you in the lobby, I can copy your username, go to direct connect, and make that my username very easily. Does that mean that if I cheat using your username, while you are connected to the lobby, that you should be banned? Of course not, which is why nothing can happen here without proof of identity.

Therefore there are two possibilities:
1) It was him
2) It was someone else who just used his lobby name

Unless valid evidence is presented for his identity, then we cannot do anything. In the future, I'd suggest reading the threads at the top of this board so you can effectively confirm the person's identity to get them banned
