Error when downloading NeoEE Patch

I am running windows 10 on a new laptop and did the windows 10 upgrade..not sure if that is relevant. I keep running into this error: C:users/username/appdata/local
verify that he file exists and that you can access it.

You can't download the patch?
1. Try a different browser
2. Try turning off firewall/security measures/anti-virus program and then download? (Of course turn those on again when everything is installed).

I have tried all of those things. I keep getting errors saying that certain files cannot be found.

I get several of these. I can hit "ignore" and the installation will continue. Then I run into several other problems such as the CD Key not working and I have been to the troubleshooting pages to address the CD Key issue and those do not seem to work either.
