How do I mod Empire Earth?

Hello, I want to mod Empire Earth as a way to practice my coding and game making. I've heard about the Titan Engine that Empire Earth uses (
http://www.moddb.com/engines/titan), but I generally don't know how to go about modding this game.

I can not do it there is an error.
It's me that is a problem or what ets for everyone the same ?

This was unrelated to my forum post... but yes, I have the same error that you are getting.
