If the devs forgot something, then it is to check during civ load that no civ bonus has been applied twice by manipulating the civ files.
Hex civs are and always have been considered as cheats in EE Online, ever since the Sierra servers.

You can do that. But it is against the rules. If someone in these games decides to report you and presents the evidence, you will get punished. I don't have the time and the will to do further research whether cheating in some particular game was consensus or not. The NeoEE TOUs are explicit about that:
