You need to have:

Static IP
Opened router ports(if using a router): 33334, 33336 (TCP, UDP) & 33335 (TCP)
Disable additional firewalls such as Windows Firewall.

You don't need to have a static IP, but it helps. You won't have to change the local IP the ports get forwarded to in the event that it changes.

Visit http://www.portforward.com/ for help with getting your ports set up correctly. If your router isn't there, take a look at your router's manual (if you can't find it, you can likely find a PDF version of it online).

Do you have any firewall software installed? Is Windows Firewall enabled?

Also, if your router has a DMZ feature, sometimes using that instead of port forwarding will make it work.

DMZ = Demilitarized Zone. If you set this feature to a certain local IP, your router will not apply any firewall or restrictions to that IP. Depending on your router's brand, it might be called something different, but DMZ is the most common name for it. In your router settings, it's probably in the same section as port forwarding.

Make sure your router's NAT is set to "Open."

If you would give me your router brand and model number then I could probably help you more.

Norton may also be causing the problem. Norton Internet Security always caused a bunch of different networking problems for me in the past. You need to make sure EE (and AoC) are on your allowed programs list without any restrictions, and make sure you have your router (gateway) address in the allowed IPs list.

Windows Firewall should be disabled (it's not like it does anything helpful anyway).

Also, your cable/DSL modem might have a built in firewall. If you can, try hooking your computer up straight to the modem without the router and try hosting. If you still can't you'll need to find out how to access your modem's firewall settings and change it.
