Multiplayer cap is 13,200 but... attacks don't work... My citizens can't attack animals, units can't fight each other... Anyone know sth to fix it?

Melee type attacks not working with the pop mod on AoC is a known bug and unfortunately there is no known fix. I think there is one pop mod that works properly with EE (not AoC) in singleplayer and multiplayer, but that's probably not what you're looking for since this is in the AoC forum.
