modifying cargo amount in scenario

does anyone know how I can increase the carrier amount of transport ships etc.?
I tried to do it with triggers but it seems not to work.
I want to make a scenario.

I want coastal guns, a working parachute plane and not the stupid ugly towers and walls.
Hopefully there is someone who can mod, interested in making a ww2 mod.

The parachute plane works quite well in AoC right? It only pops down marines but that's not too bad... If you want to go all-out I guess it might be possible to replace some of the marines with other units.
