I believe heroes in Pre thru Copper would make too much of a drastic change in P2N/P2S gameplay. Being able to make a hero is one of the perks that comes with reaching the Copper Age. If they were in Pre or Stone, then people would be more likely to stay in one age.

heroes would not really throw anything out of wack if anything it would make towers not god mode if massed. the big perk to copper is farms and wonders heros are nice but they are 3rd too those 2.

The big perk to going copper is the ability to keep the game going.
Once out of food and hunt, and you're not in copper, you're pretty much screwed.
