After discussion with Jodocus (from NeoEE dev team) I can tell you that the "official" NeoEE setup (from neoee.net) is now considerate deprecated and is not recommended. (Edit: NeoEE now use the Community Setup! The old one is still availaible at neoee.net/NeoEE.msi
