I suspect something either got deleted by your anti-virus or something went wrong when installing. I suggest:
1. Turn off anti-virus
2. Uninstall Empire Earth
3. download EE from here: viewtopic.php?f=10&t=4091
4. Install it again
5. Test if it works
6. Turn on anti-virus again
