Installer Not opening

I've bought a new laptop and tried downloading EE on it , but the installer refusing to open , it shows no reaction at all after double clicking , i've disabled Antivirus/Firewall (Norton) and still not working , downloaded EE full from the site once again with both of them disabled and yet no reaction from the installer , also tried running it as Admin but no point , Help!

Still not fixed , i also tried running the installer with " AUTORUN " still no action coming from the it

so i copied EE to the MSI from another laptop , but i keep facing this " CDKey is Invalid" , There is no way to run the Patcher with Norton On/Off , Any other idea?
