Group speeding citizens

I am getting sick and tired of players abusing this game. This group speeding citizens with 16+6 cav to run cits away from being killed by swords is absolutely ridiculous... complete abuse of the game and there's no skill involved....
16+6 cavs I can handle
Fortress I can handle..
But this group speeding citizens to avoid swords is beyond a joke... It actually makes it near impossible for swords to take out citizens.. Something needs to be altered about this... I'd actually love to see EE without Group speed. That would be interesting and it would take away this HUGE advantage that it gives to run citizens.
