I want to host my own games with any civ allowed.
Except for extra civ points on planes.

I don't see anything wrong with that as long as everyone in the game knows its that kind of game. It's still stupid though.

ofc its not cheating. the game is so fucking unbalanced, without a modified civ that balaances the weaknesses a bit out it isnt fun to play.

There are some unbalances in the game but i dont see civs as being one of them, in fact having a civ that has double cr or double btd like you did makes the game unbalance.
