So I loaded the game in single player mod, saved it, then loaded it up on Neo-EE using the "/re" command (loads the last saved game and replaces the missing players) and my second computer for me to be able to play as Andrei and see his civ, and what do you know.....

So I already observed and played 4 games when this guy used hex civ.
He played vs EARTH a few games with a few observers who can confirm.
He built 19 clubs when only collected 150 iron, but got no screenshot for that.

He uses also another user name - Bernabe or Benabe or something of these. He is extremely noob so not much damage from him to the game just yet.

Today I decided to play him and take screen shots and post here.
So attached is one picture with two screen shots, of his base at F11 04 and with the economy stats at that point of time.
I added the following calculation to the screen shots as well:

Wood at start: 750
Wood collected: 0

Wood spent on Settlement (85x3)= 255
Wood spent on Barracks (191x2)= 382
Wood spent on Houses (42x4)= 168
Total wood spent: 805

I have the saved game files if needed.
