Shifty and Hero_Cham-89 have been banned for a month as a last chance..If they gonna do it again,would be permanent ban.

I did some further checking with d555killer, and Hero_Cham-89 was using a hex civ too... Double bomber cost reduction... (Yeah, I don't know why he glitches resources and uses cost reduction, I guess to keep it real..)

Hero_Chan-89 is also cheating.

If we calculate on the basis of the same 23:11 save:

He has resources left:
3265+2664+1636+1540+1256+
Then he has 302 cits at the end, subtract 20 for the starting cits.
282*40
He also has 7 capitols (plus his start capitol) filled with 15 cits:
7*15*40+85*7
Two town centers at 5 cits each:
5*40*2+85*2
Additionally he has 9 farms, with ~7 patches each (slightly off, but ok):
(125+7*50)*9*.85

And finally he has epoched until dark which has costs:
Stone: 1122
Copper: 1584+844+844+
Bronze: 2640+1320+1320+
Dark: 3168+1650+1650
Total for epoch: 16142 of which 8514 food, 3814 gold/iron

This gives us a grand total of:
282*40+7*15*40+85*7+5*40*2+85*2+(125+7*50)*9*.85+1122+1584+844+844+2640+1320+1320+3168+1650+1650=36420

Considering he has 33k spend, something is going wrong somewhere...

Note that we can also calculate it on basis of AutoSave 2018.02.28 - 22h.59m.40s.ees. This is much easier.
We can see that he has 4176 resources spend.
For this he has 162 cits (boat/cit, but they have same price). This means 142 build, 142*40=5680 resources spend, which is more than 4176. Additionally he build a couple of buildings.

I don't know what he does, but he does seem to be cheating too.

also as another proof of the glitch, 376 cits or boats is 15040 with ccr. food alone from pre to bronze is 5346 i know its 800 gold and 800 iron for copper "can't remember bronze off the top of my head but as you can see it makes no difference" which is at least 6946 resources plus the 15040 for cits or fishing boats is 21,986 total resources at least he should of spent. He only spent 15464.

wow that was easier to catch than my previous elaborate explanation

I played with this player the day before as well and i suspected him of cheating in that game too. I gave him the benefit of the doubt though and didn't think any thing of it and I do not have those saves anymore. How ever I decided to look into neos saves and discovered he did glitch. If you look at the autosave at 23h.10m.47s.

As you can see he has 20479 food at the time of the bronze age which means he would of used 1122 food for stone 1584 for copper and 2640 for bronze a total of 5346.

Here you see he gathered a total of 25919 so 25919 -5346= 20573 which would be fine if he didn't make and cits but he had over 300 cits. so with ccr cits are 40 a pop 40 times 300 is 12000. so there is about 12000 food give or take that he had that he didn't gather or received tribute from. in the save you can see he has like 2 or 3 fishing boats plus 20 cits to start. it says he has 376 so he made around 300 cits with food he doesnt have. I apologize for this crappy use of images in paint. its my first time doing this lol.

I was just playing with this game, with him as a pocket. Terrible support but somehow quite fast and producing interesting amount of resources.

It looks like this dude is glitching, if we look at the 23:10 save, he seems to have cits for about 15.4k resources, and he also has spend 15.4k resources. Since he also epoched a couple of times, he seems to have made resources from thin air...

Total spend resources later in the game also make no sense.

Do people still get banned for this kind of thing?
