This is against the rules of NeoEE and you're right to report him. Hopefully there will be consequences for him.

I don't exactly see any problem with this because there's already measures that you can do yourself about this.Like Blacklisting/muting that guy so that you can't see his messages in public/private(whispers)

Also, if he said on private, isn't that actually meant to be private? thus why it's not exactly breaking rules.If he'd have expressed that publicly, on the public chat, then sure, a warning/ban would be deserved.

When asked if he is a jew, ( as i am ) he started texting the following :
